COPD National Strategy Update

On June 28th, 2006, the Dept of Health (DH) announced that it would be developing a National Service Framework (NSF) for chronic obstructive pulmonary disease (COPD).

Following the High Quality Care for All report (by Lord Darzi) in June 08, all future NSFs are to be known as national strategies, and will be the responsibility of NICE. The COPD NSF will therefore be known as the COPD National Strategy (NS).


Current situation

Consultation
The COPD National Strategy consultation closed on 6 April 2010. PCRS-UK collated comments from members and submitted a response to the Department of Health. During March, every SHA held a meeting to gather views from the respiratory interested community to feed into the consultation process. PCRS-UK had a presence at all these meetings and many people came to the stand to see what PCRS-UK can offer to health professionals in primary care. Most important is our recently published set of three tools to help practices prepare for the National Strategy - called First Steps. Click HERE to view these tools.

SHA respiratory clinical leads and Lung Improvement Team
Most SHAs have now appointed a lead or leads, to drive improvements in the management of respiratory disease across the SHA area. We are urging members to get in touch with their SHA clinical lead in order to be involved in the implementation of the COPD NS locally, and also to lead wider improvements in respiratory care. The Lung Improvement Team has been set up by NHS Improvement to support the SHA leads in driving change and they are aligned to different SHA areas. One of the first tasks of the Lung Improvement Team was to set up a database of good practice. This will shortly be available on their website, in order to spread examples of good practice.

The SHA clinical leads will be gathering data in order to benchmark their area against a national average and other SHA areas, supporting the development of pilots to test improved ways of delivering care (see below), and encouraging the creation of a steering group/ network/ community of practice to oversee the changes across the SHA area.


Pilot programmes - During the course of developing the COPD National Strategy it became clear that there were a range of interventions for which there was widespread support from clinicians but minimal formal evidence. The decision was therefore taken to explore these areas under a programme of pilots. Proposals were invited before the end of April 2010, and the Lung Improvement Team will be reviewing the proposals and determining which pilots are to be progressed.

Next steps

Final publication
Because there has been a change of government, discussions are now taking place between DH and the new ministerial team for health to discuss the overall plans for healthcare, and determine which policies in development under Labour will be pursued and with what priority. Therefore the timing of final publication is uncertain at present. But DH continues to work on a range of other documents to accompany the strategy – medicines management, workforce, spirometry, for example.

Implementation meetings
It is expected that there will be meetings in September/ October within SHA areas to engage local staff in implementing the National Strategy. PCRS-UK will keep you informed about the dates of these meetings.
