Scotland / Wales / Northern IrelandScotlandNational standards for COPD Quality Improvement Scotland (QIS) has been developing national standards for COPD in Scotland. This is part of their work on improving the care of people with long term conditions. The project is designed to address variation in practice and identified quality gaps. The key areas the standards will focus on are as follows: • Multidisciplinary structure at an NHS board level • Staff training, patient education • Case finding • Diagnosis • Management of stable COPD • Management of exacerbations • Palliative care. Many of these concerns are common to the COPD National Strategy for England – concern about underdiagnosis, and missed opportunities for early intervention, poor diagnosis, availability and assessment for pulmonary rehabilitation and oxygen, and lack of services for end of life for people with COPD. The Primary Care Respiratory Society UK responded to their consultation on the draft standards in December 2009. Wales Designed for people with chronic conditions - Service Development and Commissioning Directives. Chronic respiratory conditions Wales has had a wideranging respiratory strategy for several years. In October 2007 it published ‘Designed for people with chronic conditions - Service Development and Commissioning Directives. Chronic respiratory conditions’ This has a focus on prevention of respiratory disease, reducing morbidity and avoidable emergency admissions, ensuring the right services are available to people when they need them, and encouraging independent living. Click here to see the document Northern Ireland Service Framework for Respiratory Health and Well-being In November 2009, Northern Ireland published their ‘Service Framework for Respiratory Health and Well-being’. This is the most comprehensive document on respiratory disease in the whole of the UK, covering COPD, asthma, TB, cystic fibrosis, sleep apnoea, community acquired pneumonia and bronchiectasis. Like the Scottish standards for COPD. it sets clear standards, and goes on to define the performance indicators and quality dimensions. It also addresses service issues which cut across several different respiratory conditions. ( In contrast, the National Strategy for COPD in England will go no further than recommendations.)
