Rachel Williams

photo of Rachel WilliamsRachel is a Consultant Respiratory Physiotherapist working for Cornwall Partnership NHS Foundation Trust and was Respiratory Clinical Lead for Cornwall and the Isles of Scilly Integrated Care Board. Rachel qualified in 1991 from Cardiff University and has specialised in respiratory since 1993 working in Devon, North Wales, Liverpool and Cornwall.

Rachel currently leads the redesign of community respiratory services across Cornwall, driving innovation and integration across the respiratory pathway. Her professional interests include delivering high-quality pulmonary rehabilitation in rural communities, reducing health and digital inequalities, service co-design, and applying population health management approaches to improve outcomes for people with respiratory disease.

She was the Cornwall Clinical Lead for the NHS England Rising Risk COPD Winter Programme (2024/25) and the Respiratory Pathway Transformation Fund (2025/26), leading initiatives focused on early identification, proactive management and transformation of respiratory services across the system.
